Notice to carriers concerning their obligation to notify transportation through the territory of the Republic of Croatia of raw tobacco or energy products and products referred to in Article 115 of the Excise Duties Act - procedure applicable as of 17.7.2023

Pursuant to the Excise Duties Act (Official Gazette 106/2018, 121/2019 and 144/2021; https://carina.gov.hr/zakon-o-trosarinama/2405) consignments of raw tobacco or energy products and products referred to in Article 115 of the Excise Duties Act are subject to the special national control measures which comprise movement control measures. The special movement control measures include obligation to submit notification of intended entry, dispatch or transportation of such consignments through the territory of the Republic of Croatia.
 
These obligations relate only to the goods having the status of Union goods.
 
Carriers are, pursuant to Article 15(13) of the Excise Duties Act, obliged to notify the Customs administration of the intended transportation through the territory of the Republic of Croatia of raw tobacco or energy products and products referred to in Article 115 of the Excise Duties Act. Notification needs to be sent via e-mail on the prescribed O-NK form, with a copy of CMR consignment note.
 
Herewith carriers are notified that as of 17.7.2023 notifications (O-NK form and CMR) needs to be sent via e-mail to:
 
  1. one of the email addresses from Table 1 (listed below) depending on the border crossing point where the consignment will leave the territory of the Republic of Croatia (e.g. in case of export movements) or enter into the territory of the Republic of Croatia:

Notification (O-NK form and CMR) must be submitted (sent via e-mail) at least 24 hours before the intended transportation of consignment through the territory of the Republic of Croatia. Notifications can be submitted 24/7.
 
It is strongly recommended to include the registration number (i.e. license plate) of your means of transportation in the subject title of e-mail when sending a notification in order to speed up the procedure. If you do not provide information on registration number, you can expect the procedure to take longer.
 
The carrier's obligation to notify the consignment is fulfilled by submitting dully filled O-NK form and CMR to the defined e-mail address, before the intended transportation of consignment through the territory of the Republic of Croatia (at least 24 hours in advance).
 
At the request of the competent authorities, the carrier is obliged to provide proof of the submitted notification of movement.
