Adaptation of the customs g2b service for the use of lcp (lightweight) certificates

On 16 April 2013, the G2B service of the Customs Administration will be changed. The application for the G2B service user login will be adapted so as to enable the use of digital certificates issued based on 'Lightweight Certificate Policy' (LCP) regulations for particular services, primarily ICS, and later ECS.

Namely, in addition to the already existing normalised NCP certificate (Normalized Certificate Policy), which is already used for accessing the G2B service and the advanced qualified QCP+ certificate (Qualified Certificate Policy), which is used for the electronic signing of documents in the Customs Administration e-business system, we have decided to introduce the possibility to also use the LCP certificates for economic operators from abroad. This way, companies that do not have their principal office in the Republic of Croatia now can submit Entry Summary Declarations (ENS) within the ICS system directly in the Customs Administration Information System, without the need for a computer-based intermediary established in the Republic of Croatia. Later, the same functionality will be enabled for submitting Exit Summary Declarations(EXS) within the ECS system.

The application procedure for the use of an LCP certificate is very simple, and every applicant is obliged to have a valid EORI number issued by the administration of any EU member state.

The enclosed documents describe the entire registration procedure of the signatory and the business entity for the issue of an LCP certificate.

For the purposes testing the e-customs services using LCP certificate will be available to the following conditions:

  1. Register company
  2. Register only one person in the company
  3. One LCP digital certificate for one person for each registered company.

During the testing phase administration of users, who would use LCP certificate, will not be available.
